A TRIPLE HELIX HUMAN DEVELOPMENT MODEL FOR WEST AFRICA’S OFFSHORE SECTOR

Abstract

In the hope of realizing domain efficiency come the year 2050,West Africa requires a model of maritime development that will propel her to leadership position in the future.Todate training models applied in the sector has focused on the explicit form of knowledge leaving behind the tacit form.Both types of knowledge are useful to provide the trainee with practical on the job experience needed for the industry.This work projects an integrated form of knowledge that specifies the roles of the academia and that of the industry in providing the seafarer with full knowledge and experience required for the industry based on the cluster theory.
